Chief Administrative Officer

Libby Dutton currently serves as the Chief Administrative Officer for Virginia529. In addition to leading the administrative services functions of the agency, Libby oversees enterprise project management and has led the agency’s early commitment scholarship program, SOAR Virginia, since its inception in 2010.   SOAR Virginia further expands Virginia529’s mission to make higher education more affordable and accessible, especially to students who face financial obstacles.

Libby was the first employee hired to work for Virginia529 in 1996, and she’s proud to have been part of launching the agency, as well as each new program and major initiative Virginia529 has created over its 25-year history. 

As a first-generation college student, Libby has a passion for college access and affordability and is particularly interested in ensuring students from smaller rural communities have opportunities and guidance to attend college.

Prior to joining Virginia529, she worked at VA Student Assistance Authority/State Education Assistance Authority (VSAA/SEAA) as a Research Analyst.  Libby earned her B.S. in Business Administration from Virginia Commonwealth University.
